If you have graduated or obtained your PhD, you may be eligible for the orientation year for highly educated persons. One of the main requirements for the orientation year, is that you have obtained a Master's degree or a PhD from a Dutch university or a university that is included in the top-200 of the most recent Times Higher Education World University Rankings, the most recent QS World University Rankings, or the most recent Academic Ranking of World Universities (also known as the Jiao Tong Shanghai ranking).
The residence permit is issued for a maximum period of 1 year and will entitle you to seek suitable employment in the Netherlands. You then apply for a residence permit to seek and perform work in employment or otherwise.

To come to the Netherlands, you will require a Provisional Residence Permit (mvv). An mvv is a visa that is issued for a stay longer than 90 days. You submit an application both for an mvv and a residence permit at the same time. This is called the Entry and Residence Procedure (TEV procedure).
Not everyone needs an mvv to enter the Netherlands. You can then submit an application for a residence permit directly.

Conditions
If you wish to make use of the orientation year for highly educated persons, you must meet the following conditions:
You have a valid travel document (for example a passport)
You are not a risk to public order or national security
You are willing to undergo a tuberculosis test upon arrival in the Netherlands. Certain nationalities are exempt from this obligation.
You have not previously stayed in the Netherlands illegally.
You have not given false information or have withheld important information to support any previous applications.
You have obtained a Master's degree or a PhD in the Netherlands, or abroad at a university which is included in the top-200 of the most recent Times Higher Education World University Rankings, the most recent QS World University Rankings, or the most recentAcademic Ranking of World Universities (also known as the Jiao Tong Shanghai ranking).
You have graduated or obtained a PhD no more than 3 years ago.
You have not previously held a Dutch residence permit to seek and perform work in employment or otherwise.
You have a written diploma evaluation from Nuffic (the Netherlands organisation for international cooperation in higher education).
You score at least 35 out of the 40 points possible based on the points based system. This system rates your education, age and likelihood of success in the Netherlands.

To apply for the orientation year for highly educated persons, your application must be accompanied by the following documents:
Copies of all the pages containing the identity details of your passport, including copies of pages containing travel stamps.
A (certified copy of the) Master's diploma or Doctorate (both not older than 3 years) of a Dutch accredited higher educational institution, as included in the CROHO (Central Register of Higher Education Study Programmes), showing the graduation date or the date you obtained your Doctorate degree, or
A (certified copy of the) Master's degree or Doctorate (both not older than 3 years) of a higher educational institution abroad which has been included in the top-200 of the most recent Times Higher Education World University Rankings, the most recent QS World University Rankings, or the most recent Academic Ranking of World Universities(also known as the Jiao Tong Shanghai ranking).
If you have a foreign diploma: a diploma evaluation from Nuffic.
If you want to be awarded points based on the points system, please also submit the following (where possible):
If you have previously worked in the Netherlands: a copy of the employment contract, signed by both parties, or a copy of an employer's declaration.
If you have previously studied in the Netherlands (for at least 6 months): proof of having followed that study programme.
If applicable: a copy of a Dutch diploma 'Nederlandse taal NT2, level 2'.
If you did not graduate or obtain your PhD in the Netherlands or in an English-speaking country:
If applicable: a copy of a certificate English at IELTS, level 6, issued by a language institution.
If applicable: a copy of a Master's or Bachelor's diploma of a foreign institute of higher education from a 'Bologna country'.

Costs
The application for the TEV procedure or the residence permit costs money. The fees must be paid upon submitting the application and will not be refunded if your application is refused.
The costs for legalising documents differ for each country. For a specification of the costs, contact the authorities in your country of origin.
The Dutch Embassy or Consulate in your country of origin may charge you additional costs (costs for faxing documents, for instance).

Right to work
On the residence document you will find your employment status (arbeidsmarktaantekening). This employment status tells you whether and how you are allowed to work.
As a holder of a residence permit to seek and perform work in employment or otherwise you are allowed to work in the Netherlands if the employer has a work permit (TWV). This means that you are only allowed to work if your employer holds a work permit in your name.
